Yang dimaksud dengan pengertian CAT (Computer
Assisted Test ) adalah suatu metode seleksi dengan alat bantu komputer
yang digunakan untuk mendapatkan standar minimal kompetensi dasar bagi
pelamar PPK dalam penyelenggaraan Pemilihan Bupati/ Wakil Bupati Kabupaten Blitar dalam Pemilihan Kepala Daerah Serentak Tahun 2020.
Standar kompetensi dasar PPK diperlukan untuk mewujudkan profesionalisme PPK, dan CAT dipercaya bisa menjamin standar kompetensi dasar PPK dalam TKD (Tes Kompetensi Dasar). Dengan sistem komputer, peserta langsung mengerjakan soal ujiannya di layar monitor komputer. Pengoperasiannya cukup mudah dan waktu yang tersisa dalam pengerjaan sudah terpampang jelas di monitor.
Soal dengan bentuk pilihan ganda membuat kita cukup menggunakan mouse untuk mengklik pilihan yang benar. Pelaksanaan tes ujian PPK akan diadakan dalam 3 (tiga) gelombang. Hal ini dilakukan karena keterbatasan dalam sistem CAT itu sendiri.
